In his FY ‘18/19 Budget Speech, then-Minister of Finance Hon. Calle Schlettwein proposed several tax policy changes – including a 10% dividend tax for Namibian residents “to enhance the fairness of the tax system.” The resident dividend tax was mentioned in each subsequent budget speech, but with little additional clarity, simply that it was under review. Although the current Minister of Finance, in his FY ‘22/23 Budget Speech, announced the postponement of any (adverse) tax changes, this does not guarantee the termination of the resident DWT.
